The birthplace of America where the Declaration of Independence and the Constitution were drafted. It makes perfect sense that the Enclave would choose this location to begin their broadcast. Unfortunately they haven't decided to update their broadcast in over 200 years so most of the wastelanders in the area don't particularly tune in very often. If you're feeling curious or perhaps patriotic you could try visiting the birthplace of a country long forgotten in the wake of a Holocaust!
