One of the many vaults created by Vault-Tec in tandem with the government for social experiments, Vault 116 is a failed experiment. In perhaps the largest oversight possible by the scientists in charge, the experiment was designed to see what humans would do without a strong leader to control them. No plans were laid to elect an overseer or any other form of leader, and an excessive amount of weaponry was provided to the vault. Unfortunately the citizens of the Vault almost immediately devised their own system of social order and elected a President thus completely nullifying the experiment and making it a control vault.
