Dusk City High Security Penitentiary is a state of the art prison an rehabilitation area designed to take power users who have gone astray, and return them to a lawful conduct code. The penitentiary and the police weren't always on the best terms with Dawn Acadamy due to the academy's acceptance of "evil" students, and its willingness to let its students "choose" their moral compass. The Void is a floating doorway over an active volcano. Powers are nullified withing the inner ring of the volcano, especially those that would allow one to survive in lava. An anti-gravity bridge is extended from the lip of the volcano to the floating door when someone is to be taken in or out. Low priority inmates are kept in normal cells, punished mildly and eventually released. Higher priority inmates are sent through a severe punishment regime where they are taught the fear of god, and that their powers do not make them exempt. before an inmate is processed, or released they are strapped into a machine that throws realistic scinarios to the inmate in question. Their brains are altered to forve them to believe the scinaro in question is really happening. The machine tests their moral objectives and how they will respond to certain stimulae. Their grade on this test determines what level of punishment they are to receive. Someone who would be leaving the prison must pass the test with at least a 70% to be allowed freedom. The staff makes sure the inmates are unaware they are being tested at all. Those who make less than a 50% are strapped into machines similar to the film "the matrix" in which their lives and memories are systematically reformed to support a better mannered individual. They are then re-tested with their new memories by the same process. This repeats once a year until someone passes, and are re-released. The penitentiary system so far has only ever had one person relapse. The records say the mental recursion occured after the subject encountered a "Thomas Korishnev." Neither the whereabouts of that criminal, nor Thomas, have been discerned by the staff. a 10,000 dollar bounty is placed on either of their heads.
Ever since Echo sacked the special police headquarters in Dusk city, the police force barracks and primary databases are stored here until a better base of operations can be obtained. The Special police, who had less than a 2% officer death rate prior to the fall of Dawn Acadamy, now loses approximately 1 in every three officers per year to power user based crime. This, and the reputation caused by it, have left the organization terribly understaffed. As the only police/non military organization, internationally, equipped to stop power user crime, this has led to massive increases in overall international crime rates.
