As you may have guessed, not all of our citizens here are on the up and up, and some of them are more than willing to break the laws in order to satisfy their own selfish needs. Such individuals are a threat to the Colony and need to be stopped. Inside, there are chakra draining crystals that are embedded into the walls making Jutsu all but impossible. We also house those who have gone utterly insane here as our space can be limited at times.
I would suggest that you take this as a fair warning... it is not at all a pleasant place to find yourself in.
