This was the location of the Marine's 153rd Branch, headed by Captain Morgan. Shells Town was being ruined by Morgan's actions until Monkey D. Luffy intervened. After Morgan's "deposition" by Luffy, the Marine base is under the temporary command of Ripper.

The sun was bright, sitting at its highest point radiating its warm heat as multiple marine crewmen are in the process of moving cargo in and off the galleon. The tapping of shoes and boots and the creaking and clunking of wood as things and people shuffled around diligently work to see it gets completed soon. On the lower decks in the sick bay, we see a marine doing light training with standard push ups, “three hundred three, three hundred four, three hundred five” his black hair with white highlights swaying loosely as his torso rises and lowers rhythmically, “I’m on my way back Rhea…” as he says while concentrating on finishing his daily regiment. “Not long now until we ship off and return.” as gets up from just completing his push ups. He returns to the corner of the room where the desk table is and starts organizing medical documents, recollecting on how life has been on the ship since being assigned. “It’s been pretty smooth sailing with a lively crew on board. These guys really adore their captain in more ways than one, which makes me feel like the odd man out since I don’t express too much life out of few circumstances.” “The crew was always weirded out by me though, on the fact of stoic persona and cold stare...I should probably work on my demeanor.” Suddenly a shipmate comes walking through the door. “Hey uh...Doc?” “Can you patch me up?” he says as walks closer to Aiden clutching his hand. “What happened to your hand?” Aiden says with a cold blank stare, “U-uhm...I-” as the marine studders before getting interrupted by Aiden. “Don’t worry about it, come over here and let’s get that treated,” he says with an exasperated tone. The marine nods his head “R-right.” he says as he quickly takes a seat at the desk. Aiden quickly patches him up with a salve and some bandage wraps and sends him on his way. “I’m glad that I’m a doctor for my sister’s sake as well as my own.” as Aiden thinks to himself at his desk, “All that studying and training under my master proved useful even though it was a bit harrowing at times.” “But it was all worth it because now I have a chance to save her.” With a determined look in his eyes, he gets up from his chair and starts to make his way to the deck of the ship. As he opens the door to deck Aiden covers his as they adjust to the brightness of sunlight, “Ah, Aiden I was wondering when you’d show yourself!”. He looks up and sees the ship’s captain Loraine Fairweather looking down from the raised stern. Aiden automatically snaps to attention and gives a full salute and greeting “Greetings Captain.”, she sighs and replies “at ease...” as walks down the steps slightly disappointed “You know you don’t have to greet me like that every time.” as Aiden loosens up after his reaction to reply “sorry, a force of habit.” Loraine puts one hand on Aiden’s shoulder “I can see your potential you know. It’s being wasted on these resupply runs we’re doing.” she takes her hand away and looks past the railing toward the sea, “what is it that keeping you from moving past your current rank?” Aiden turns to her and replies “getting a cure for my sister’s illness is more important than gaining rank right now.” Loraine sighs and looks over her shoulder and rebuttals “what happens after you relieve your sister’s condition if you relieve it that is?” Aiden looks down at complete loss for words at Loraine’s scenario. “See, that’s what trying to get you to see. I think you should contemplate what happens next afterward.” After saying what she had to say Loraine walks back up stairs leaving Aiden lost in thought. “Yeah...I might need to think about what happens next after I cure her.” “Right I’ll rise through the ranks and get my own crew, that way I can keep her close and protect her, as well as free my family from their debt.” “ I’m glad I found this Devil Fruit, as it’s power might be able to relieve her of her ailment. It’s a gamble, but it’s one I’m willing to take to see her up and about and well again.” With the last of the cargo being loaded on to the ship, the crew raise anchor and set sail from Shells Town back to Marine Base 13.
