Does it have it's hiccups here and there? Sure, nobody's perfect. But corrupt? --NONSENSE.
Hobbies: playing with his siblings and spending time with his family, study of any nature--but only that which pertains to his job as a "civil servant," and living it up in the lap of luxury.
Fears: What does he have to be afraid of? His family is under no threat of losing their money, so they're essentially guaranteed to be safe. There's nothing to worry about! Aaaaaat all!

Life's story: In general, most of the citizens of Pandorum are people of wealth, but the Sugitanis are among the richest of the rich in this prosperous colony. Having never been denied a single whim, having always been in good health, he sees Pandorum as the perfect haven in this strife-ravaged world that he's supposed to see it as. But he wasn't completely blinded by money--he always knew it was all thanks to the ninja of his colony who made it possible for them to live in such comfort. They were the heroes of Pandorum. And how wonderful would it be to be one of those heroes?
That was his motivation to go to school and begin his training to become a ninja. To strive for the greater good. To make the colony a better place to live than it already was. To be seen as a hero by everyone around him. To accomplish that, he signed himself up to do the dirty work of the colony. But even now he still doesn't understand just how dirty he's going to have to get his hands. He's so sure that nothing the Pandorum shinobi do could ever be for a bad reason. Everything is just in his world. He'll never have to do anything questionable or even remotely wrong.
