This is a festival, and if you're not participating in the exam... why not watch it? It is known that Kage, and Mentors often sit in such watch towers to see whats going on. But any ninja can come in here to socialize and discuss the exam, no matter the village or country. There are several screens stationed in a room, a couch to each screen, and the screen watches the most relevant thing happening. There is a major rule about this though, NO FIGHTING IS ALLOWED. A fight will auto kill you both immediately, this is a zero tolerance.
In a sparkle of lighting would Yumi appear. Hopefully not missing too much of his villager's battles. Taking a seat before one of the TV screens, Yumi decided he'd watch at least one match of the Chuunin and another of the Jounin participants. Wanting to give both sides of his villagers from form of support from the village outside of their fellow villagers.
Once the final bout was made, Yumi stood up. Proud of his Genin, now Chuunin, to accompany his village and embark on the path to becoming outstanding shinobi. Yumi would depart from the waiting room and head towards the Jounin exams to see which of his shinobi were competing for Jounin rank.
