Or something? emo No, in fact season 2 explained that the HRL, AEU and the Union all came together as the Earth Sphere Federation (ESF) and they created the A-Laws who became corrupt and yada yada yada... Anyways, they did not fall, they collected their military at Operation Angel Fall and then in between the two seasons they became the ESF.

Of course that meant finding easier ways to colonize space and since they didn't know about innovators (Setsuna became the first at the end of season 2) they decided to go the superhuman route, which created Hallelujah/Allelujah and Soma Pieres/Marie Parfacy before CB destroyed them (No clue what episode but allelujah blew up the space colony's building making superhumans...) So no, but they did make them.

iMiss Luxury Oh dear isn't the Union based on the USA? Advanced country building flying mobile suits with the first elevator into space most likely built by private companies but is still determined to make foreign intervention their prime objective? Sounds like a future USA... (also the union from the civil war which was most likely used as a name for them...) So yes.

HRL somehow got theirs up second after the Union.
