This office is used for Marines to file reports on most wanted Outlaws with the latest information they have gathered you must be in the HQ area to be able to file a report or have the Den Den Mushi to be able to remotely file the report.
Please note you have to actually have your character see the wanted criminal doing a technique, using a weapon etc.. etc... before you can report it.
