So this takes place on a different world, with a medieval setting. So horses, armor, swords and bows/arrows, that kind of stuff. On this world there's ten races, all of them explained

Skyrim is a country of this world. The basics of Skyrim is that there is Nine Holds (Kind of like counties or states). Each hold has a capital city/town, where the Jarl that rules over the hold lives. A Jarl is a King/Queen, or in our society, the Mayor. Then there's the High King/Queen, what we would see as the President.
The game follows the adventures of the player, the Dragonborn (A person born with the blood of a dragona dn the ability to speak in the dragon tongue and use it as a power). Alduin the World-Eater, an ancient dragon, has come back, and is bringing his fallen dragon brethern back to life so they can once more rule over all of Tamriel. The dragonborn is the only one who can stop this, by eventually killing Alduin.
While all of that is going on, there is also a civil war happening between the Imperials and the Stormcloaks. There was a war with the Elves and the only way to keep the Empire from being destroyed, they had to sign a peace treaty. But by doing so, they banned the worship of Talos, a god-hero worshiped mostly by the Nords (The biggest population of Skyrim).
This caused a group of people lead by Jarl Ulfric Stormcloak to speak out against this treaty, and the restrictions on religion. Ulfric challenged High King Torygg in a traditional battle to the death. He used the power of the Voice- dragon language- to nearly shout apart the King, and then used his sword to finish the job.
An army of rebels named the Stormcloaks rose against the Imperials, causing a civil war- just before the dragons came back to life. The Dragonborn can decide which side they agree with and join that army. If they join a side, that side will win. In this case, the Dragonborn joined the Stormcloak rebels, and thus Ulfric Stormcloak won the war and has become High King of Skyrim.
The roleplay takes place after Alduin and his comrades were defeated, and the Stormcloaks have one. Basically, you create a character that can be one of ten races (Or one of the hybrids), with various occupations possibilities.
