The entrance to the New Smoke lays in a small village away from the crazy of the city. It is situated out in the middle of a forest, not even dirt roads leading to the homes only half-overgrown paths. One of the homes is owned by Cáel and Chance, inside it looks perfectly normal. But in the living room, if the small Buddha is moved in just the right way and someone exerts a specific reiatsu signature the wall behind the Buddha slides away. When you descend the staircase you find yourself in an underground village very much like the one above ground. But the inhabitants of the New Smoke are all either Rogue Shinigami or people partial to their cause.
The village below ground, the true New Smoke, is a bit more advanced than the one above ground. Electricity and running water are a part of all the homes, various electronics can be found throughout the village. In addition to these modern additions there are a number of spiritual enhancements. A large view screen rests against the southern wall of the underground cavern. A team of ten operate it, rotating every few hours so that a team of four is always manning the screens. On it a number of images looking out across the Rukongai and Seireitei fill the screens. They monitor and protect the Southern Rukongai as well as parts of the Eastern Districts. There are training facilities underground so that people can learn the Kidou they may have missed out on by leaving Soul Society, or the new Kidou created by specialists among the Rogues.
Rogues are not always evil, the New Smoke believe in protecting people rather than harming them. They will house any Rogue Shinigami but they never ask why they need to run. Cáel and Chance will listen to anyone who wants to come forth about their reasons for leaving but they wont force it out of anyone. In reality if someone becomes a Rogue to create pointless chaos they would rather not know. They protect people and as long as someone doesn't kill anyone while they are within New Smoke, or anyone in one of the areas the New Smoke protects, they will give them a place to stay. Any Rogue provided they follow the rules can train at New Smoke without necessarily being a part of the gang. Rogues are still Shinigami, because of this they do deal with Hollows as well even if their main focus anymore. Everyone has a different reason for becoming a Rogue, but it all stems to differences from Soul Society. The New Smoke specifically is trying to make life better for the people of the Rukongai but they don't turn their backs on the people in need of help on Earth.

This makes up for the fact that Rogues are unable to learn it through proper instruction, making it take longer to learn. New Kidou added may also be learned as long as none of it is division specific.

[b]Forbidden Old Order Techs:[/b] Kodai no Kojitsu
A long time ago, there was a set of skills and techniques that were once prevalently used in the Soul Society among shinigami. However, over time, these skills were declared out moded, officially, but some were out right outlawed because of how dangerous they were to the user and or the target. The scrolls containing the information on these skills were supposed to be turned into Central 46, however, a few scrolls escaped their vaults and fell into the hands of some rogues. These rogues eventually smuggled a few scrolls out of the Soul Society for other rogues to use. One of the dangers of these particular skills is that they can not and should never be combined with Kido or Hougudo. Doing so will result in a serious backlash for the caster, causing an explosive and sometimes deadly reaction. One such case left one man suffering from a severe flash burn - the severity of which could be compared to a point blank cero blast. In other words, using double incantation or incantation bypass with it will result in serious injury for the caster.
**Non Rogue Clause**
A non rogue shinigami or vizard may learn these skills by observation and by learning the skills in their respective training areas. Arrancar, Quincies, and other classes may learn them also by observation, but must have double the required spiritual pressure that a shinigami has to learn it and must learn it in their own training grounds. The cost will correspondingly increase by 10 for low level, 20 for mid level, and 30 for high level skills.

Level: Mid
Range: 50 feet
Description: This is a serious attacking skill that inflicts wounds without the user actually touching the enemy. The severity of the wounds depends on the strength of the caster's sp. It is reported as feeling something akin to being attacked by a sword. If the target is faster than you are by 10 points then he can escape unscathed.
Less than target = Minor (if any) scratches, scrapes, and bruises - hardly worth mentioning
Same as target = Mild cuts and abrasions, mostly an irritant
Slightly Higher than Target (x1.25) = Bleeding wounds, but nothing fatal
Much higher than Target (x1.5 or greater) = Deep wounds and bad bruises

Description: On par with some of the stronger healing kidos, it restores the user back to full health with the condition that it is cast on somebody of the same class and they are not mortally wounded. Other wise, it will just preserve their life and reduce the severity of their wounds by half. It can not be cast on the same person twice in the same battle.
Cost: 5 sp for minor injuries, 10 for moderate injuries, 15 for serious injuries, 20 for severe injuries ... add an additional 5 sp for every 10 stamina restored to the patient
Duration: 3 GP; Caster may not attack during this time or it will disrupt the flow of power, causing serious injury to both the user and patient
Chant: "Kodai no kojitsu: Shineika suru, dame ni suru, shufuku suru!" (Rough Translation: Sanctify, negate, restore!")
