Description:
In the west of the peninsula of the Land of Floods, formerly the Land of Lightning is a massive mountain range near the border. Small passages pierce the mountain range and are wide enough for trade caravans and travelers looking for access to the Land of Floods main road. However, these paths are far too narrow for an invading land army. There is only one passage through the mountains large enough for an army and that is the passage guarded by the Pale Citadel. The Pale Citadel is a massive imperial fortification that is hundreds of miles west of the Imperial City as well as the sanctioned landholdings of Arashigakure in the center of the massive mountainous peninsula. The Pale Citadel has barracks filled with imperial soldiers who station in the fortress for possible sieges. It is also the seat of the noble Hyuuga Clan's branch in the empire and the Storm village. The Sky Guards are the Hyuuga Clan's elite fighters who guard the fortress as well as the city of Tensei Sora within the Citadel's walls. The Lord of the Pale Citadel rules from the Sky Throne, is always the Head of the Imperial and Storm Village branch Hyuuga Clan, the Sentinel of the Western Empire, and a vassal under the imperial crown. The Pale Citadel's lord is called to be a stalwart gatekeeper and the Citadel is the first line of defense against an invading army.

The Pale Citadel includes four massive steel walls in layers resembling a cake. The narrow bridge and the massive steel gate are guarded by the sky guard consisting of elite Hyuuga clan members. Attached to the outer walls are the barracks of the sky guards and the imperial soldiers as well as attached siege weapons for defense. Once citizens or visitors are granted entry they enter the outer wall on the ground level which protects the industrial district of massive plantations and mines. This is so that crops and supplies can continue to be produced even during a long siege. This level also has the base of the largest tower which has a water purifier and aqueduct system that distributes drinking water and plumbing throughout the Citadel at all levels. Sewage is processed by the second largest tower system at this level as well.

Tensei Sora is the city that resides primarily inside the third wall and has the largest ground space with hundreds of houses and businesses. Tensei Sora is at a higher elevation than the industrial quarter/fourth outer wall and has a much higher standard of living than the average town in the western Land of Floods. Tensei Sora also has emergency bunkers in the event of an attack. More information about Tensei Sora can be found here. Inside the second wall is a continuation of Tensei Sora but houses the nobility and wealthier citizens of the city. Massive estates house the majority of the imperial Hyuuga clan (clan chamber), some of the Kyuri family, business owners in the city, the Lord Commander's various advisors, and other members of the gentry. There is also a luxurious palace reserved for the emperor when he visits. There are guesthouses for close friends of the Lord and Lady and a reserved home in the event of a visit from the Arashikage.

Finally, inside the first and inner wall at the peak of the fortress are the watchtowers, dungeons, and the palace. The barracks are attached to the three towers within the inner walls that allow a bird's eye view over the entire Citadel as well as the surrounding lands. The Pale Citadel's dominion expands over much of the mountain range and lands extending to the westernmost imperial border. The dungeons located beneath the palace feature the famous sky cells and fuuinjutsu formulas that seal access to techniques. The sky cells have openings over the cliffside of the mountain range itself for a chilly and terrifying imprisonment.

Central Palace
In the center of the palace are northern and southern halves. The southern half has the grand entrance, the deluxe kitchen, the dining hall, and the ballroom. The palace is constructed with ten spires which is also apparent from the inner architecture. On the northern half of the central palace is the throne room. The throne room is two hundred feet tall and features blue banners of the Hyuuga clan. These lead up to the Sky Throne which is twenty feet tall and made out of quartz with an encrusting of precious gems and winged design. This white throne has steps that lead up to the seat. Lady Ada Hyuuga designed the throne to tower overall in the room for governing the western empire as the baron. Behind the throne room is the Tower of the Elders which contains the Hyuuga Clan Elder Council chamber.

Western Wing
The western wing contains the treasury and the offices of the financial advisors. There are also offices for the governing bureaucracy of the western empire. There is heavy sky guard activity in this wing at all times guarding the treasury. A stairwell in the western wing leads down to the personal forge and armory.

Eastern Wing
The eastern wing of the palace is entirely dedicated to being the personal quarters of the Lord and his family. There are six large bedrooms, a tatami room, a study hall, and a clinic with a live-in doctor. Down the stairwell leads to the outside private hot spring with a view of the mountains. The bedrooms have cathedral ceilings and balconies with incredible views of the mountainous country.

Kyūden | 80000
A kyuden is a feudal palace, of massive scale and fortification. Kyuden are rare in the countries, and there is only one kyuden per district, which may only be purchased by one Shokō. These buildings typically hold over a few dozen rooms with chefs, maids, laborers and even soldiers within, as well as large yards, and often even entire forests or mountains encompassed by their individual territory.

The benefit of possessing a kyuden is that the owner of the palace may create a second thread that will essentially mirror a village thread, as they own their own town. This thread can be a market, a hot springs, etc... and follows the same rules as a home in that the owner of this thread can use this to RP separately from even their residence. Additionally, lore-wise, the Shokō ruling this residence is given high prestige and may use this residence as the enclave of a faction - if approved by the Kage. Rogues must request crew approval.
