Air Level
This level is probably the nicest climate to live in. It has enough sunlight to make it appeal to all races (except, again, the Vampires), but not so much to make it unbearably hot or dry. Plant life flourishes here, with huge deciduous forest and rolling green hills, and there are farms everywhere.
The main city in the centre is a bustling, energetic metropolis, similar in style to fantasy cities of old but with advanced technology too. Life is lived at the pace each person wishes, and most people who live here will not want to leave. Food is abundant, quality of life is excellent and even the poor don't mind.
