The Asteroid of the Other World Tournament, Grand Kai holds tournaments here whenever he feels fit for it. The Warriors that the 4 primary Kai's feel to be their best are sent into the ring one after another until there is only one Other World Warrior left, the Other World Warrior worth of training under Grand Kai (if Grand Kai doesn't pull some rule to disqualify the warrior...)
