what do you think chaos and willhelm were talking about at the end of Ep II? and what did Willhalm call chaos at the end?

Heh. Well, they were more than anything having a Vagueness arguement, seeing who could give more exposition. Both characters have a nack of saying something but actually saying nothing.

Now, What I think it actually means is this:

chaos, for the last two games, has been holding back. Knowledge, his power, his identity. He has decided, now, that he will give his full support to the group. What made him decide, more than likely, is influence from the WE (Wave Existance if you didnt play Xenogears) whom I believe chaos works for.

I would get more into it, but it is alot to explain.

Later, Wilhelm reveals that he has added a new member, white testament, (Albedo) to Zarathustra, the name of his little gang of miscreants. He also reveals that the key to earth, lies within the "true" KOS-MOS. Also, we find that there is more to teh Y-data, but it resides in the One World network (Unus Mundus) whatever that could mean.
