Consider the Following:
1. With a Crystal Psiweapon, you attatch a psicrystal to a weapon, either magical of non-magical, it doesnt matter. The psicrystal is not actually a part of the weapon. . . . it can be tansferred to another weapon.
2. With the Item Familiar feat, you choose a particular magical item as a familiar. It specifically says that item can (but does not have to be) intelligent at the time of bonding. Also, any class can take an item familiar, and the item type does not matter.
3. Despite being similar in nature, Psicrystals and Familiars are separate entities. Having one does not preclude the other. (I have found no rule saying such. There are precedents to imply that they are separate.)
4. Technically, theres no rule you can’t have a second psicrystal, either. One could make a feat allowing a second crystal; theres no rule against it. Its just a feat you take (in 3.5, that is. In 3.0 its a class ability)
5. There have also been cases of people making an “Extra Familiar” feat as well. I suppose it isnt, after all, too different than the various classes that also get animal companions that are based off character level. I mean, as far as I know theres nothing preventing a Paladin from getting a familiar if he is also a sorceror or wizard.
6. Last of all, I’m apparently not the only one to think of something similar. On the Wizards of the Coast site I found a custom PrC with a class ability at level 1 that merged a Psicrystal with a Familiar, into one whole entity. What if a)The Psicrystal was a gem created with Crystal Psiweapon (and thus able to be embedded into a weapon) and b) The familiar was an Item Familiar weapon?

Psiweapon Familiar: Your Psicrystal Bonds with its weapon permanently, turning it into an intelligent weapon. You establish a mystical link to that weapon, and it improves in capability as you advance in levels. Prerequisite: Psicrystal Weapon, Improved Psicrystal, 3rd level or higher. Benefit: The weapon itself is now your psicrystal; touch powers and spells may now be delivered through attacks. The weapon gains new abilities based on your character level. Disadvantage: If the weapon is sundered, you lose all benefits of your Psiweapon Familiar until it is repaired. Also, the psicrystal core can no longer be removed and transferred to another weapon. In addition, if the Psiweapon Familiar is destroyed, the caster loses 400 XP per level, as well as any Skills, Experience, and Spells or Powers he may have invested in the item. (See description) Special: B oth Familiar and Psicrystal feats may be applied to the weapon. Characters with this feat may take leadership, but cannot gain cohorts due to the item being resentful of others having such a close bond with the character. The character may still have other psicrystals and/or familiars (assuming the DM allows them.)
Extra Familiar: The character gains another familiar Prerequisit: Having a familiar of any kind. Character level 5th. Benefit: The character gains a second familiar. All standard rule apply to the familiar. If the character has feats that apply to a familiar, it applies to the new familiar as well. Special: This feat may be taken multiple times, each time it is taken the character gains a new familiar.

If Anyone is interested in the specifics for either the Psiweapon Familiar or the Item Familiar feats, let me know and I'll post them. I havent yet, because the descriptions of them are really long.
If you have the Unearthed Arcana book, Item Familiar is in there. Psiweapon Familiar is a combination of Crystal Psiweapon from the Netbook of Feats and Item Familiar from the Unearthed Arcana. There are no significant differences for Psiweapon Familiar that havent been listed already; what I can post is merely a composite level chart of both benefits.
