Or just don't know which rating your picture should go under?
First check the Graphic and Fanart rules and then scroll down to the ratings, see if that helps.
If you're still not sure PM with the heading 'Neji Pictures?' and I'll tell you where you can place them.
Other than that any questions you have concerning fanart and graphics can be posted on this thread, I am here to answer them to the best of my ability.
