First of all...i want to combine gif files to make it into a animation...

and if possible be able to change the number of seconds it takes to move to the next image.

Something like UnfreezGIF(opensource windows program)

...any programs that you guys know of?

Yes, actually

There's an animation package for Gimp that works somewhat well...

There's also a fork of gimp that was developed by the movie industry for professional movie touchup editing, called Cinepaint (formerly film-gimp). Both of those will handle animation with no problems, and both are open source and free as in speech.

As PhaseBurn said, you can use gimp to create animated GIF's. Also, search through your package manager(The ubuntu one and Synaptic) For "GIF" or "GIF animator", or something along those lines, it may pick something up. Even without the plugin's that PhaseBurn mentioned, you can create GIFs in the GIMP. I think its as simple as each layer is a frame, and when you publish the GIF it fires off the frames in sequence. During export I think there is also an option window to tell it how quicly to fire off the layers.

Google is also your friend.

You may also google for "Microsoft GIF Animator" and install that via the windows compatibility layer "wine". MGA (as I call it) is free as in beer, and while MS doesn't support it or even provide it, they did release it with a very nice license so anybody can redistribute it given no changes are made, and it's lived quite a long life on-line.

I honestly haven't seen a better GIF animator than that one, for ANY OS. While it doesn't do image editing, you can do frame-by frame settings for an existing animated gif, or, copy/paste a number of frames into a new one and save it. It + Gimp is the best set of animation tools I've ever used.

Dear god no, do not install Wine just to run some deranged windows software to make animated Gifs.

Gimp makes animated GIF images just fine, and it's actually quite easy to do so with it. Open an animated GIF with it and look at the layers widget box and it will immediately become obvious how it works--there's really nothing much to it.
