These are a few links I've provided t help any DMs out there better thier campaigns with some tools to help generate/create a game world. http://www.aarg.net/~minam/npc.cgi This generator creates up to 40 NPCs (of character class, or NPC class) at a time. A really really great tool to use. You can download it for offline use and there are versions for 3rd edition AND 3.5 revised. Next tool - Dungeon building stuff. http://www.aarg.net/~minam/dungeon.cgi This AWESOME generator creates, populates, AND draws the map for you. Puts treasure in as well as monsters/character NPCs. Very cool. Now on to city building. http://www.irony.com/mkcity.htmlThis one builds a nice map instantly. Below is a great link downloads a city population program. Darkspawn's steps to create a city :
First, use the instant city mapper to create a map.
Then use the city populator to make residence.
Next step is to use the NPC generator to match the given NPC statistics. This way you can copy and paste 40 NPCs at a time to actually create a huge character sheet for a whole city!
Example :
Created a map.
The City Generator made a small hamet with 40 1st level commoners and 3 1st level aristocrats (for instance).
I use the NPC generator and tab down the class selection and make 40 1st level commoners in the notepad at the bottom of the generator. Using copy and paste I put the statistics of the City generator on it and also copy and paste the 40 characters I've just created. Using the NPC generator again (this time building 3 aristocrats) I copy and paste them below the commoners.
Now, in the owrdpad I have the statistics of my hamlet, as well as a character sheet for EVERYONE in town. Pretty in depth. As always, any questions just ask.

Interesting; definitely a nice quick way to generate a random city or town if you need a place for a side quest. . . beats doing it by hand!
And wow... that dungeon generator is great. It like the old AD&D 1.0 Generator that was in the DMG, only you don't have to do all the rolling (and its more organized). Very, very, nice. I will definitely use this!

Hello, ladies and gents. Another great generator I found. http://mwtools.thyle.net/d_gen.htmlThis little beauty creates Dragons instantly. A great tool. Makes it so you don't have to go over and over the stats and flip back and forth through the combat statistics and make the creature mathematically. You can even create it in a format that makes it look like it was straight out of a monster statistics block from the Monster Manual.

I'm going to say Masterplan is THE BEST tool for newbie 4e DM's. It's all right there.
I don't even know how to start describing it. You can have a plot line started and have a nice handy flow chart that can branch and connect all over the place.
You can roll up encounters based off how the 4e DMG's suggests you do it (you can make it a hard encounter, an easy one, all kinds of things.)
In game calendar? Check.
Import characters from the DnD character builder? Check.
Have an in-game world encyclopedia? Check.
Auto map builder? check
Encounter runner with HP tracking, on-going damage, and initiative checker? Check, check, and check.
I don't think I've found a downside to it yet.
