There is a chance that the pidgeon could be the mastermind of CP9, after all he could easily be a devil fruit user, who has the ability to transform into a pidgeon. Personally, I'm not convinced that this is true, but stranger things have happened in one piece 3nodding

Well the VA says that Lucci was 13, about 15 years ago, which makes his age roughly 28. I think I'll put "Somewhere around 28" on his profile. Thanks for pointing that out.
