Because she's a chimera (and a cat one, at that) she's lost trust in normal people. While she could still make friends, it would take something huge for it to happen. Depending on the circumstances surrounding the other person, she could practically have someone save her life and still distrust them.
She bases her trust on others on what they have to gain/lose by reporting her to the military. If someone was trying to move up, or would lose their license for not reporting her, she wouldn't go near them. However if it was someone who would get in as much trouble for reporting her (another chimera, for example) or had secrets of their own that the military couldn't find out (like Ed and Al; she could tell the military about the failed human transmutation if captured), she might decide to help them in any way possible. Where everyone else falls varies.
Background: All of the FMA fans know about Ishbal and the fate of the soldiers who helped in causing the war, so I'm not going to dwell on that. The only important information there is that she was combined with a cat, and she joined Greed. During her time at the Devil's Nest, she became incredibly skilled at thievery; she has also become a bit of a klepto, however, and will take things that appeal to her from random people she sees on the street. During the attack on the Devil's Nest, Mei had been out scouting her next target, and missed the attack completely. She returned, found out what had happened, and then simply decided to continue her life as she had been before the attack (minus living in the Devil's Nest).
Notes: Whenever she knows her next target in advance, she tries to find out as much as she can beforehand. Some methods are, but are not limited to, finding the owner of the house and asking questions about it (pretending it's an interview or something), going by the house and seeing what's outside, and looking up information elsewhere. After she believes she's gathered sufficient data, she'll "attack" the place within a few days' time.
Also, when robbing somewhere, she'll wear a faded dark yellow so that she doesn't look like a thief, and so that, if someone did see her, they would be much less likely to spot her tail. She also carries a silver pocket watch (not a state alchemist one, but it's been carved similarly) so that, if someone stopped her, she could claim to be a state alchemist, and attack them while they're looking at the watch.
