C-: Yoshimitsu, Asuka

D: Kuma/Panda
Essentially, Kuma/Panda is awful. Lei sucks pretty hard too. Steve is God. Nina and Bryan make full grown Jesus cry. Feng Wei, Heihachi, and Devil Jin make you want to stab infants.
DR is a much better game imo. Tiers still there as with everything, but everybody can win.
