Step one make a checklist of items you will need like so

Checklist:
Case
Motherboard
Processor
Memory
Hard drive
Cd drive
Floppy (if wanted, they are soo cheap its stupid not to buy one)
Sound Card (if not onboard)
Video Card (If not onboard)
Power supply (most cases have power supplies in them)

These are all the major components needed to build your computer.

Other parts needed:
Cables:
IDE Cables:
Floppy IDE
CD IDE
HDD IDE (if applicable, if you decide to buy a sata hard drive you don't need this and some motherboards have only 2 ide slots so you have to connect the hdd and cd drive together)
Other cables:
Audio cable(cd drive to mother board/sound card)
SATA power and hdd to mb(motherboard) cables if you buy a sata hard drive
Power Cable (outlet to power supply)

Software:
Operating system
Burning software

Other parts:
Monitor keyboard mouse and speakers(i use all of my old stuff instead of buying new.

IF I FORGOT ANYTHING I WILL ADD IT SOONER OR LATER

step two

Choose all the parts you want
My Main sourse is www.directron.com the do take returns but it is a 15% restocking fee but most likely you will not be unsatisfied if a product is defective the will exchange you with a new one free of charge.

wait for them to arrive

step three

open up the ups or other box
inspect all parts make sure that they are all there and free from physical damage if any of them are damaged or missind immediatly report it to the shipping company if damaged, if any are missing call the place you ordered from. if not proceed to step four
