I wouldn't recommend posting anything in a joking manner about Lee's origins. Just a heads up to everyone here <_<
I'm going to go out on a limb and say that Yondaime is the biological father of every powerful ninja in the world. His flying thunder god technique could easily let him travel to the necessary locations almost instantaneously, and how else can you explain such awesomeness in Konoha on a large scale?

I wish I can answer your first question, but it has not been confirm by Masashi Kimoto. As for Rock Lee, I think he is a born resident of Hagakure.
