Twice the Spirit Bomb has worked.
On Omega Shenron and Buu.
It did not work on Frieza, Why?
If the Spirit Bomb gathered energy from all the Galaxy like it did with Frieza and destroyed Omega, and gathered Energy from the earth when it destroyed Buu...
Why didn't it kill Frieza?
It just doesn't make sense...

Frieza was still stronger than Goku at the time. Remember that when he launched the Spirit Bomb, he wasn't Super Saiyan yet. Only after he transformed was he stronger than Frieza.
Also, he didn't gather the galaxy's power against Frieza. Which is why it wasn't as powerful. He gathered the galaxy's power against Buu, and he was rejuvenated by the Dragonballs.
And GT is non-canon plus it doesn't follow the storyline very well, which is most of the reason why so many things are screwed up in that series.

Goku used the life energy from the nearby planets, for use against Frieza, last I checked planets don't have much life force without life. The one used against Buu had the life force from Earth, and the spirit there was given willingly instead of taken like usual. GT just sucked and has no basis in most questions.

Well with buu he gathered energy from namiek earth and other world, goku was alot stronger then and so were al the other z fighters who gave energy
Same thing with shenron goku gathered energy from a few worlds and also from the other z fighters who were stronger then.
The reson it didnt work agiants freiza was goku and the other z fighters were weeker then and cuz he only got the energy from namek. not from multiple places. like earth and other world.

Goku didn't use the Spirit Bomb on Frieza because if he did, he would destroy Namek and he didn't want to.
