Right in the center of Havencrest is the seventh and final tower, a tall white spire that points to the heavens. Draped in red and gold banners that present the UBN logo, and in the courtyard, a large fountain centered with a gold statue of UBN's founder, Jared LeFoor.
There is only one room that is accessible by the general public, the council chamber, a vast hall that seems almost too large to fit within the tower, endless pillars tower skywards draped with the same banners that hang outside. following a long red carpet you will be brought before the council bench where at least one member is always seated. It is here you bring your fears, your sorrows or your requests. It is here you will be judged, represented, or sentenced. The council is the heart of the UBN, and this room has been the beginning, and the end, of many members of the UBN.
