Obscure treasure

So I'm doing the mission for the countess of Bruma, where you go the the Akiviri ruins. No problem, it's not a bad mission. Plus, afterwards I stole back the amulet (and the rest of her collection). However, when I was at Pale Pass, I noticed a frozen barrel with a note and a key in it. So I'm trying to find where the key goes to. I found two treasure chests already (one to the left of the exit of Serpent's Trail, and one southeast of the center of the map), and the key opens neither one. I get the feeling that it's just like Tel Fyr in Morrowind, where I have to go in order, but I tried searching for almost an hour, and could not find another treasure chest. Anybody know where it is?

I'm also leaving this discussion open for anybody else who wants to discuss treasures not necessarily associated with a quest.

The Jermane Family quest has a great moral delima in the end. What was funny is I just screwed over the Fence and gave the sword back and got a shield worth six times as much. My orc uses it when he finds a single handed axe.

A ring called the circlet of omnipotence. It gives you +5 (I think) in every attribute. Quite a nice prize.

The only good treasure I've found was a pair of water walking boots in this cave on a mage's guild quest. Also I found in one of the slaughtered dark brotherhood's member's chest was a water breathing amulet, which I used for a quest, and got a water breathing ring.
