Since that isn't used in the English language, that would have to be used with some other language. And Wolf is right, it depends on the language.

Anyway, that letter that you showed me is used in a variety of European languages. Many of the English words that use that are mostly derived from French, however, some are taken from Eastern European countries as well.

I don't think it's possible to learn an accent, you only "obtain" an accent when you've lived amongst the people.
