Yes in a way. It certainly is in the Command & Conquer universe as the opposing force to the Global Defence Initiative. They're smaller in size and power but they can strike back just as well because they are better trained and know just how to get the GDI to fight on their terms.
In the real world it's almost as much of a cult, with hundreds of Nod and general C&C fanboys(and girls I suppose) like me. whee
Chiyo-chan is just cute and helps us spread our message to a whole new demographic. After discussing with my friends we decided she is a definate Nod supporter, being incredibly smart as she is and knowing the uses of being small and hidden. biggrin
