ok so if your a ninja and you want to switch to a pirate you will have to beat some one like, the Hokage him self or some one he chooses to stop you from leaving, if your cought leaving and you loose the fight you will be put i prison wich you have to find away to get out of and you will be hunted untill you eather scape the Ninja world or are killed.
Also if your a ninja and you go to the Pirates world you can not eat a cursed fruit because you already have the jutsus.

If your a pirate who has eaten a cursed fruit and you escape to the pirate world you can not learn jutsus. Also, if you're a pirate with a crew you must fight the captain to leave.

I don't see how cursed fruit and jutsu conflict.
It would be difficult for a braindead pirate to learn jutsu, but wouldn't Zolo be able to learn a jutsu or two? Or fifty? Sanji could even learn a couple. It's all about being willing to learn.
And cursed fruit are all luck-of-the-draw. I see how the combination may cause some annoying "all-powerfuls," but as long as they're legit....
I see how the ninja would have a problem switching, but some pirate captains might not string an abandoner up by their thumbs!

IN essence all things have it, yet not everyone can devlop it or else everyone in the enitre village would be ninja, yet notice that they are not. It like the force, sure everyone has it yet only Jedi and SIth have enough of it to develop it's powers, on the other hand ninja oculd eat a cursed fruit since... it is only a fruit. SO perhaps the gaol of ninjas should be to steal the fruit and kill pirates, and the pirates should want to protect the fruit and kill ninjas, Eh that is just what I know anyway If we fallow the show then you wouldnt have your own blood line limits, meaning we're not fallowing the shows for everything. I'm just not letting people become too strong thats all there is to it. Easy enough for the jutsus we pretend every person who has switched from pirate to ninja who hasent eaten a cursed fruit has the power to develop chakra.

Everyone can have chakra, but you can only learn jutsu with proper training. Most special moves use a personal energy. Ki in DBZ is spirit energy. Chi is bodily energy. All are chakra. It's all according to definition.
However, cursed fruit is all up to chance. And skill. Anyone can get them, but they'd need access to them first. Good luck. Also, there are only so many cursed fruit, and fruit from the show cannot be reused. What's to be done about that?
