Ouran was a city of middle class workers that was affected most by the fumes from the meteor. The tower absolutely refused to admit anyone who was without substantial wealth, and since there was not a place for anyone to go, many of the inhabitants now live as theives in Sundri. It is not surprising that there is a general dislike of people who live in the tower in Ouran. More amps are born here than any other city in the Junkyard, and it is here that most conflict takes place.
