Well, he's a dog. And he's in prison. And we can assume--given Jer's girlish physique, womanly squeals, and feminine wiles--Jer is a woman, therefore, s/he is a 'prison female dog', and thus, a 'prison b***h'.
Or, he could be in jail and is made to cater to every whim of any other inmate because of his love of Magic The Gathering. ~nods~

They hit me a lot and say mean things, like 'C'mere boy and let me pick some fleas off that purty back fer you!' and other creepy things. But at least I'm not shanked with a piece of glass or random toothbrush yet.

A Prison b***h is a slang term (must be a Canadian one) For a prisoner that is beat and used for..well...'tension release' for other inmates. If they don't do what they're told, they're typically beat or stabbed, then raped.
In my case, it's a dog in prison garb. But I admit it's a bad pun on the sick phrase I detailed above.
