the way I've seen it is that it is the top of a bun for the base, and it has turkey and some sort of white cheese. (probably swiss...but not certain) no top....the top is a layer of cheese

How you explained it made me think of a dish at my dads work.
The Nor'easter.
Which is scone topped with egg, with cheese on it. It looks mighty similar to what I am picturing there.
But, the picture your seeing might be of a foreign countries dish (such as, Germany?) as some countries sammich's have no top.
Other than that, yeah...isn't it like a pannini?
