The Full Metal Panic! Series was directed by an illustrious man: Koichi Chigira. The original series was first created by Shoji Gatoh, however. Though the original Full Metal Panic! series was entertaining and sometimes very funny, it had problems finding a proper balance between its comedic, action, and dramatic elements. In the TV series, Shoji Gatoh had done the story editing in Japan. He is the main man of the creation of the manga and has also wrote one other script for "The Melancholy of Haruhi Suzumiya" in episode 11. Unfortunatly however, I have found no information on how he had recieved the idea of making this series... But it had to take imagination and stability. wink

I heard that Gatou Shouji wanted to make a purely military-themed novel to begin with, but was told that that kind of story wouldn't sell very well, so he added the school theme to get the intended target audience interested.
