Dragonball Z: Legends ( otherwise known as "Idainaru Dragonball Densetsu" in Japan ) is a DBZ game for the PS1 ( and also the Saturn ) that fills more of a "Beat 'em up" category than a sort of "Fighter". As I understand it, it's not available in North America, because I had to have an Import played in on a modded PS1. I can't understand Japanese worth a damn, but it's still a pretty good game.

The game leads into all-out brawls between teams of 3 ( 6 characters on-screen at once ), where the entire team fights for control of the Power Bar at the bottom. If the bar reaches your side, you attack your enemy with a Meteo attack, and it damages them. You continue this until the entire enemy team is defeated.

Innovative game, but they could have done much more with it.
