I'm not sure myself, though there are probably a lot in the regular craft forum section who would but just don't know this is here. I didn't know until someone invited me.

Ever go on a random invite spree?
When I was in an anime guild; I invited anyone who posted recently in the AMC. We got quite a few members.
Maybe you can find a forum that has people interested in arts and crafts.

Okay, this is what you can do:
Take down a list of names; copy them into a notepad or something.
Then go to the Moderator Panel.
Click "Invite Users to Guild"
Put 10 usernames down seperated by commas. Then for your reason just put that you thought they might be interested in joining the guild.
So if you were to do this at least twice, there's a chance of 20 new members and some staying active =D
