Both are twisted in my opinion. I don't think that one is more evil than the other, they are each just different kinds of evil.

Hmm... Hekatah is an evil murderess... but murder isn't exactly illegal in the Realm...and Dorthea is scheming... That's a hard question!

Hekatah is the worst sum alive...I think I hate her a bit more than I do Dorothea...however, Dorothea does come quite close.
