Try chiropractic. There's very few herbs that mess with the heart rate and they're all restricted... and a rapid heart rate can be a sign of something more serious. So check in with your MD and look into chiropractic care. My husband is that way, and chiro fixed his racing heart. ^_^

High pulse rate is called tachycardia, but your BPM will vary throughout your life and your day. A normal pulse for most adults is like 60-100 BPM. Younger people will have a faster pulse, and infants will have faster still.
Pulse rates will increase with exercise and stress, as well as after meals etc. Any time your body is working to do anything it should go up.
Celestial Seasonings makes a great tea called "Tension Tamer" which would likely slow your heart rate somewhat. It has chamomile, catnip, lemongrass and some B vitamins.
See a doctor if you think you have an abnormal pulse rate, rhythm or characteristics like pulse randomly weakening or strengthening. Have someone else take your pulse and respirations simultaneously. If you are thinking too much about having the numbers taken they will likely rise and be inaccurate.
