Yup, you were right. The reason Sora got the keyblade in the beginning and not Riku is because he let his heart fall into darkness, so the keyblade chose Sora.

In Hollow Bastion, Riku explains that the keyblade was originally intended for himself, and takes the keyblade from Sora. After all, the keyblade was meant for Riku, and he says that Sora was only there to "deliver it to him." However, the strength of Sora's heart calls the keyblade back to him, because the light within his heart was more powerful than Riku's heart, even if the keyblade was destined for him at first.
