http://www.coldsteelstudios.net/DA usually isnt the best for tutorials. Alot of their tutorials are... poorly made. But cold steel studios makes some really great tuts.

pixel2life.com was the first Tutorial site i found and used for Photoshop needs.
has every graphic program from 3D Studio Max and Cinema 4D to skinning your own MP3 player or learning Flash.
everything you need to know, all packed into one website.
hopefully this becomes useful.

I would have to say I love Obsidian Dawn. Her website I use a lot of her brushes in some of my deigns. Her brushes are mainly 7.0 I think so sorry updaters. Though she has amazing tutorials and I'm sure they can be used for any version :].

This site has turtorials, brushes, renders and presets. I think it's pretty cool.
This one is some fun turtorials. At least I think.
Easy Elements has brushes.
Brusheezy has some cool brushes and patturns.
I have a whole list of sites saved in my favs but I like these these the best so far.

Heres A Site I Used To Go On For Brushes When I Had Paint Shop Pro 7, But It Has Lots Of Photoshop Brush Sites To! A Joyful Heart!
