I found something really interesting in the Mai Hime artbook.
You know, I always kinda assumed Mai had the biggest rack. Or maybe Midori.

You may be surprised by who actually won the unfilmed boobie contest in the beach episode...

domokun GTFO! Shizuru was alarmingly huge. Believe me, I notice these sorts of things. Haruka wasn't that big either (er... except in Otome where she had like magical implants or something.)

Mai was/is the biggest, hands down.

Ah, right! Yukariko! Hmm... She and Fumi may be the same size, if they ain't bigger than I remember... Yeah, I think so. But they both use so covering clothes so it's hard to say. So after this...

EDIT: Or Mai-Midori-Yukariko/Fumi-Haruka-Shizuru.
