And mutations from nuclear battle could easily cause changes in human beings that might cause alterations or even entirely new races to occur. Put simply, the super hero affect. It would explain the majority of our races and powers.

Hey thats great! So are we going to have secret agencies trying to incite war or just people living in a world going down the tubes? Because the thing with roleplays is...usually theres a hero, or a group of people working towards the GOOD side of things.

Lol this is sounding more like a movie by the second, hahahaha, I jut cant remember the movies name. OKay so we are going to be a band of underground rebels (for or against the war?) and some of us are mutated and shunned from society, but we have powers. The world war 3 is just beginning though,so there is much destruction to come.
