I was at the part right after Zell gave Rinoa, Squall's ring and it goes into the movie, and it starts to skip i can get it a little bit through the game but then it totally freezes. Is there any way i can get past this

Well, you can try opening the disc port, without turning off the game or anything, wait about 30 seconds, and then close it again. That works sometimes.
Or you can actually take the game out and clean it, then put it back in... If that doesn't work, you can take it to a local Blockbuster and have them descratch it for you... I don't know if they do that where you live, but they do here.

Try taking out your memory card too sometimes. It helps but not all the time

turn your console upside down, it takes pressure off the disc tray and the laser, this usually works for me.
to be honest i can't recommend taking out the memory card while the console is running, you can run the risk of corrupting all the data on it
