There's only one book but 25 episodes in the anime. It's really cute, one of my friend's got it on a whim at Borders once and I've started watching the anime of it and it's funny and cute.
It's about a twelve year old girl named Rizel who uses the power of the state to make fifteen year old Tomonori Iwaki her husband against his will. Iwaki likes older women so he doesn't take too kindly to Rizel though. He finds out that they met a long time ago and that's all I can really tell you without giving away any major events.
I love the beginning theme too. It keeps getting stuck in my head.

You can watch it on www.crunchyroll.com but you need an account, which is free and not hard to make, and atleast there is only one book so you're not spending a ton of money to buy the manga.

i love rizelmine too! i ALWAYS sing the ending song hehe but it kinda reminds me of final approch
