What step(s) of your opponent's Battle Phase can its effect be used? And can you use its effect more than once during that step to summon more than one monster/ sacrifice the 1st monster you summoned with Offering's effect?

It can be used in the attack step, so it can activate a reply. Yes, you can use the effect more than once in the same step so long as you pay the Life Points as such.
