Haha, "glorious world." If only. Anyway... At 16 I'd really just focus on drawing as much as possible and expanding your portfolio. A good tattoo artist is a good ARTIST. Keep doing that until you are old enough to apprentice. You'll have an easier time learning to use a tattoo machine once you can draw with a even, steady line on paper consistantly.
Most the companies you buy things from require you have a state issued business license, so don't worry about the equipment until you get your apprenticeship. Your artist/shop will provide the things you need through the companies they use. It's better to start fresh learning in the tattoo shop than to teach yourself wrong and have to re-learn again. Plus starter kits aren't good quality. So wait on that!
Work on your drawing portfolio. Draw different styles (like old school vs. new school) and practice shading and clean lines!! Put the finished pieces/originals in your portfolio, nothing printed off the computer, because (no offense) it could look like you copied or are claiming something you didn't do. We get people in here all the time trying that. It's annoying!! xd
Take drawing classes, too. Learn to draw one line right the first time and move on, no sketching! Pick up a coloring book and a tattoo magazine and emulate the shading techniques you see in the tattoos in the subjects of a coloring book. (really!! it helps!)

the best artists I've seen worked, HARD, to get where they are today. There are a lot of crappy excuses for artists out there that just bought their way into tattooing.

AMEN sister. You MUST be a good artist to be hired in most places. You will not get by just tracing pre-drawn images for people.

an Artest eh? well this person wants to be an ARTIST. and the only way to be that is drawing, drawing, drawing and an apprenticeship.
for the record i'm 16 years old and an apprentice, but only because i have a cousin that has his own shop.
