[Editor's Note: Looks like the skill only works when you have a Slow status ailment, also works if you become Slowed while skill is active... just doesn't seem right though. You can level the skill up to 11 but it only works under a single situation? I'm betting this will work whenever activated, in short bursts with probably a large cooldown time]
Stroke (Max level 10)
Increase your base damage by a percent

Wounds of the Rips (Max level 6)
Causes bleeding status ailment for 20 seconds, enemy loses 34 HP every 2 seconds

If your Attack is greater than the enemy melee Defense, he will receive the difference of defense as additional damage

Attacks a target to cause Sleep, lasts more time than Strike skill
Penetration (Max level 10)
Percentage-based chance (80% at level 10) of lowering enemy's defense. Does not affect resistances, 30 second duration
Illusion (Max level 1)
Creates a mirage to confuse enemies
[Editor's Note: hell yes! Imagine you're minding your own business, walking along, when you get surrounded by some dudes you want nothing to do with. Pow! F-key, and you've got a mirage of yourself, standing there taking the hits, while you slide away, undetected]
Irritated attack (Max level 1)
Causes target to laugh, preventing them from attacking again (including skill attacks)
Unknown (could be Active or Passive, conflicting information)
Movement (Max level 1)
NPCs (monsters) will have difficulty detecting you

Increase Dodge (Max level 10)
Same as RO1 but now, as you can see, it's Active
[Note! Rune Nifelheim 2 site says this skill is Passive, but the description says at level 10 you get +50 "dodge" for 30 seconds]

The Thief class in RO2 specializes in causing chaos and disorder (My kinda class 3nodding ) for their enemies, as well as stealing items and money. Unlike their RO1 counterparts, which were a more direct attack class, the RO2 Thief is more centered around confusion-type skills designed for silent strikes and mayhem.
Thief skills will revolve around causing problems with their enemies. Attacks that poison or inflict other aliments are said to be their main way of attacking, though they can also use skills to hide or disorient the enemy. Abilities such as the double attack ability from RO1 may also make a transition into RO2.
The Thief is weak in long-range attacks, like the Swordsman, due to it not having any long-range abilities to counterattack with. It is significantly less able to defend itself, but balances itself out with high agility, making them a hard target.
The Thief advanced classes, Assassin and Rogue, are undetermined as to being in RO2. The Assassin improved on killing moves, while Rogues move into more mayhem causing skills or even using a bow. There is good support for their existence, however, as the official description makes a note of citizens employing Thieves to use their skills.
