If we are talking the Current versions of these characters it is The Hulk easily. Juggs is not the bad a** he once was, and The Hulk has gotten even more scary since Planet Hulk as he now can actully fight instead of just smash things.

It's funny! I was jsut thinking about this in a drive today!
Hmm, this is a pretty even fight alright. But I'd have to give it to the Jauggernaut. The only way the Jauggernaut can be stopped is by mental attacks, such as Proffesor Xavier's. The Hulk, however, strong as he is, has been known to be knocked out and had the pulp beaten out of him before when given enough blows. Definitely goes to the Juggernaught in my book.

Now, I'm not a Hulk buff, but over the Hulk debates in this guild, I seem to recall there being talk of the Hulk surviving a galaxy-busting attack at one point, and smashing a meteor twice the size of Earth in one punch.
There was a comic-scan provided by Count Omega, however I don't know where it is at the moment. If the Hulk has improved at all since the time of those feats, then Juggernaut has a ridiculously slim chance.

Saiyan Master Vegeta Now, I'm not a Hulk buff, but over the Hulk debates in this guild, I seem to recall there being talk of the Hulk surviving a galaxy-busting attack at one point, and smashing a meteor twice the size of Earth in one punch. There was a comic-scan provided by Count Omega, however I don't know where it is at the moment. If the Hulk has improved at all since the time of those feats, then Juggernaut has a ridiculously slim chance. To clarify the feats you listed: it wasn't actually surviving a galaxy busting blast. He used a thunderclap to deflect it back. The meteor smashing was the weaker grey Mr Fix-It Hulk. He was blasted with a rocket or something into space in the direction of the asteroid fist first destroying it. Also, Juggs ordinarily is not able to be damaged by purely physical means. To a point. The Professor fought classic Juggs and knocked him to the ground leaving him on all fours in 2 punches. War Hulk easily defeated classic Juggernaut and was about to decapitate him using a sword made from Celestial tech. He was interrupted by the Absorbing Man when he was about to land the killing blow.
