Limbo, The city in Between
There lays a place between Heaven and Hell. No I do not speak of earth. I speak of the spiritual realm of those who haven't made it to either side. The small metropolitan city where the dead that are not decidedly evil or definitely good live and survive, make a living, and have some fun here and there.
Picture a city, much like the ones on Earth. Though, there is less polution and muck. Humans will never figure out to get rid of the enviromental evils. Tall buildings under a bluish sky, clouds once in a great while. It can rain at random and without clouds.
Here, the souls that have not been given a pass to heaven or hell spend their time, working or waiting for the great divine to come to a decision. Both angels and demons visit. In order to visit however, one must have what's called a border pass. Devils and Angels must have this pass to get into Limbo. Most Angels have a border pass, while certain devils aren't even allowed to apply for one.
Angels from heaven come to take new souls, or just to check up on the tower the devil has built in the city. You see, the devil and demons have equal territory here. The souls seem to be equal ground. The CEO of Red Corp (The Devil's Tower) is the head of overseeing all the souls that went to hell.
Of course heaven has an equal amount of gain. They have a tower, though it is not as imposing as Red Corp's. Heaven tends to be more humble and has a simple tower on the other side of the city.
In the center of the city is a large green park with a path and many trees. You'll see a random flower vendor strolling around often. His name is Charlie. He's sweet.
Then there's the wing police. The police that keep way-ward demons from hell from crossing into the city without a border passport. These kinds of demons are there only cause trouble.
