This building is in the center of town. It doubles as a town hall for the vampires that live here. It is a large room plainly decorated. Also it contains many of the historic documents that detail the history of the vampires and lycans. Although it contains the lycan history there are very few lycans whom have actually seen them.

However while they’re many historic documents only the elders are allowed to review them, usually anyways. Sometime there are special occasions that allow someone else to view them, like a death dealer for example.
